Indonesia is considering the importation of around 2 to 2.5 million head of dairy cattle to support the realization of a free milk program proposed by presidential and vice-presidential candidates Prabowo Subianto-Gibran Rakabuming. Currently, the country has 400 thousand dairy cows, which is insufficient to meet national needs or the additional demands of the free milk program. To satisfy the country's requirements without considering the program, the dairy cow population would need to increase fourfold to 1.2 million. Additionally, Indonesia relies on imports for 80 percent of its milk, with annual import values reaching USD 1.4 billion. A significant portion of these imports consists of powdered milk, making this commodity one of the largest contributors to Indonesia's import statistics. The direction of government policy regarding the free milk program remains uncertain, with hopes that future administrations will reduce dependency on imported commodities, including milk.
