Dairy War in the Pacific? NZ vs. Canada Trade Dispute Heats Up

New Zealand's dairy industry, represented by the Dairy Companies Association of New Zealand (DCANZ), claims financial losses due to Canada breaching its trade obligations under the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP). The issue centers around Canada's allocation of dairy import quotas, which DCANZ alleges blocks exporters' access to the Canadian market. In September, New Zealand won a legal case against Canada on this matter.

Despite the legal ruling, DCANZ expresses frustration over Canada's new proposal for allocating import quota, which it believes will continue to favor domestic processors over distributors, importers, and retailers from CPTPP countries who are interested in importing. The proposed administration of dairy tariff rate quotas by Canada is seen as a step back in terms of restrictiveness.

New Zealand dairy exporters have reportedly lost an estimated $120 million in trade opportunities due to Canada's alleged breach of CPTPP commitments in the first three years of the agreement.
